In the first (5) years of mining, as shown on Map 24, Surface Facilities, the existing temporary facilities were <br />upgraded to handle higher production levels. This included conveyors, a stacking and reclaiming system, and <br />overland conveyors leading to the Tipple. <br />The increased production of up to 10 million tons per year was handled by upgrading existing conveyors and <br />facilities. The coal is transported by conveyor belt through a new transfer tower and overland to a new stacking <br />tube as shown on Map 24, Surface Facilities. Under the stacking tube, the coal is reclaimed through a series of <br />feeders onto an overland conveyor to be transported to the tipple facility. From the tipple, the coal is conveyed to <br />the loadout over the existing railroad spur for loading of unit trains. <br />The coal is trucked or conveyed from the new stacking and reclaiming system to the Tipple. Coal may also be <br />loaded onto road legal trucks for shipment to the Fish Creek Tipple loadout facility or to be transported on Routt <br />County Road RCR27. The mine development and waste rock is transported to the waste rock disposal area as <br />shown on Map 24, Surface Facilities. <br />The Fish Creek Tipple is discussed fully under Rule 2.05.3, Volume VII of the Fish Creek Tipple /Loadout <br />Appendix. Previously, the Fish Creek Tipple /Loadout facility operated under Colorado Mined Land Reclamation <br />Division Permit C -81 -036. <br />The temporary Office, Bathhouse and Shop /Warehouse facilities were converted to permanent structures. A new <br />office and bathhouse facility capable of handling 180 miners plus administrative staff was subsequently <br />constructed. The parking lot was also expanded to handle parking for 200 cars. <br />Water is provided from TCC Well No. 1, as shown on Map 15, Alluvial Valley Floor and Water Rights, and from <br />the Number 6 Wells. The water system, which utilizes the Number 6 Wells with the million gallon tank, is <br />discussed in the previous section, Fresh Water System Modification. The sanitary waste system was tied into the <br />main sewer system, with waste effluent being piped to the existing aerated sewage lagoons for treatment. These <br />units are located within the existing permit area as shown on Map 24, Surface Facilities. <br />In order to accommodate material /equipment storage at the mine an additional area has been shown on Map 24. <br />Likewise the stoker coal storage area has been enlarged and this area is shown on Map 24 also. Both of these areas <br />are on previously disturbed areas and will not require any additional preparation work. <br />A temporary water line will link Pond F to the pump building as shown on Map 24. When needed, a portable pump <br />will be placed on the berm, and water will be withdrawn from Pond F and pumped into the existing underground <br />fresh -water system. It should be noted that the only time the system will be used is when there are problems <br />maintaining an adequate water levels in the Million - Gallon Tank. The pump will be removed from the berm on <br />Pond F when the system is functioning adequately. <br />A temporary 4 -inch water line will link Pond D with Location 3. The water line and pump will be placed on the <br />surface and supported by crib blocks as needed. This line would be used to supply water to the underground fresh- <br />water system in the event that existing sources can not maintain an adequate water level in the Million Gallon Tank. <br />The water line and pump would be installed by hand in an existing disturbed area resulting in no additional <br />disturbance. The pump and water line will be removed when existing sources are functioning properly. <br />A propane portal- heater system was installed to improve safety on the portal slopes. This installation includes an <br />18,000 gallon propane tank, a welded Lp gas -line, and heater units sized for approximately 8 million BTU. Heat <br />from the portal- heater will be directed into the entries by 5 -foot diameter steel pipe. The propane tank itself will be <br />located on the bench above the portals, while the heater unit will be located west of the belt entry. The concrete <br />mounting saddles and bulkhead will be disposed of below the highwall during final reclamation. In addition, a 2 <br />MR12 -264 2.05 -54 06/22/12 <br />
