The GEC Mine was a surface mine. The <br />Division previously revoked the bond and terminated the permit. The Division completed the remaining <br />reclamation. As such, no mine operator remains. All bond monies available to the Division were utilized <br />by the Division for reclamation related activities. No reclamation bond money remains to conduct maintenance <br />activities. <br />The weather was warm and dry with storm clouds building to the west of the GEC area during the afternoon. <br />Although the ground was dry there was evidence of recent heavy precipitation events, as noted by damp low spots, <br />and recent sediment deposition. <br />The site was accessed through the locked green gate located on Fremont County Road No. 92., and a locked gate <br />at the base of the "Monarch Fan Road" on the north side of Southfield's Pond No. 5. <br />FISH and WILDLIFE — Rule 4.18: <br />Although no wildlife was observed on the reclaimed area during the inspection, numerous deer and elk <br />track were seen throughout the site. Large elk tracks were left recently crossing both the East and West pits. Elk <br />and deer scat were observed throughout the reclaimed areas. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />All remaining ponds have completely filled with sediment. Pond A, the northernmost pond located <br />adjacent to the green gate on Fremont County Road No. 92, is completely full of sediment. Down cutting is <br />occurring at the spillway area of the embankment.
