He also <br />confirmed with me that he spent significant time on the phone with you explaining all of the issues and our <br />position. It seems that the previous answers are either not understood or not accepted. We are willing to again <br />explain the DRMS position, but Boulay is best able to do that and he is not available until next week. <br />In the meantime, I firmly believe that EFCI needs to be in this discussion, and we need to hear from them as to <br />their position, thus my inquiry to them. <br />In the end, there seems to be some underlying conflict that exists between the Vento group and EFCI that <br />remains unresolved. DRMS has been responding in good faith to your inquiries, most of which seem to reiterate <br />the same questions. We will continue to do our best to provide information, but messages such as your note <br />below are not helpful. <br />You have requested a MLRB hearing which is very rigorous process, and which may or may not provide the <br />result you are wanting. The MLRB will likely want to know if the EFCI and Vento representatives have engaged in <br />any direct attempts to resolve the issues. To this end, we are trying to facilitate such a process. <br />It is our sincere intent and hope that meetings inwlving both Vento reps such as yourself along with EFCI folks <br />will begin to move the situation in a positive direction. <br />In my opinion, the collective resources of the Vento representatives, EFCI, and if we can help, the DRMS are <br />best utilized in direct talks between your folks and EFCI. This is why we are meeting, and I am there as the head <br />of the DRMS Coal Program to facilitate a resolution. I have also expressed the same position to EFCI. <br />My staff and I have worked extensively to address your issues, and we will continue to do so.
