Photographs <br />were taken on May 14, 2014 by Harry Ranney, and were subsequently analyzed and annotated by Marcia <br />Talvitie. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination <br />4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.143; Stabilization of <br />Rills and Gullies 4.14.6: <br />Reclaimed slopes and drainage control at the East Mine, West Mine, and Timber Storage (ROM) area <br />all appeared to be in good condition, with no signs of erosion or instability noted. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />• This mine has two coal mine waste disposal areas; both are located at the East Mine. The "West <br />Ridge" Pile and the "Old Waste Disposal Area" were well vegetated and appeared to be stabilized <br />and protected from erosion. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />• Vegetation across the reclaimed areas was beginning to green -up for the spring. <br />SUPPORT FACILITIES - Rule 4.04: <br />• The full extent of the Loadout area is shown in a series of photos, from the bridge and wye at the <br />northeastern end to the rail corridor at the southeastern end, near Grand Ave. <br />• Suspended solids in the North fork of the Gunnison River and irrigation ditches enhanced the <br />visibility of these features. <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 12 <br />Number of Complete Inspections this Fiscal Year: 3 Page 2 of 10 <br />
