May 22, 2014 C- 1984 - 065 /Coal Ridge No. 1 Mine SLB <br />REVEGETATION Rule 4.1 .5 - Vegetative Cover; Timing: <br />Vegetation on the site looked good. A few weeds (thistle) were observed on Topsoil Stockpile 42. The weeds <br />should be treated immediately to prevent further spread. <br />TOPSOIL Rule 4.06 - Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.064: <br />The disturbed area on the east end of Topsoil Stockpile 42 did not appear to have been seeded, as previously noted <br />as being required by the Division. This stockpile must be seeded or otherwise stabilized, as required by Rules <br />4.06.2(3)(a) and (b). Jim Stover, operator representative, was contacted on May 28, 2014, regarding the status of <br />the required seeding. Mr. Stover indicated that the seeding had been contracted out to Marla Porter. Ms. Porter <br />was also contacted on May 28, 2014. Ms. Porter indicated that the stockpile had been hand seeded in April with a <br />mixture of orchardgrass, timothy, brome, and alfalfa. The stockpile should be monitored to ensure that the seeds <br />germinate in the next few weeks. If vegetative cover is not established, the stockpile must be stabilized by means <br />other than vegetation, such as matting or fabric (must be approved by the Division). <br />The stockpile also needs to be treated for weeds, as the lack of vegetation on the east disturbance area has allowed <br />weeds to invade. <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 0 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 3 of 7 <br />
