Transportation Facilities <br />Haul Roads <br />The following describes the design and construction of haul roads at the NHN Mine. There will <br />be three separate haul roads which will be utilized throughout the mining of the NHN Mine. See <br />Map 2.05.3(3) -3 for full detail on the road alignment and profiles for all haulage roads. The <br />names of the haulage roads which will be utilized are the East Haul Road, the West Haul Road <br />and the Southeast Haul Road. Map 2.05.3(3) -3 additionally shows typical construction cross <br />sections of the haulage roads and shows a table which details the widths of the haulage roads. <br />Haul roads are located within 100 feet of the Montrose County road right -of -way. As required by <br />DRMS regulations, WFC requested Montrose County for a waiver to disturb within 100 feet of <br />the County right -of -way. Montrose County has given such a waiver limiting the disturbance <br />within 25 feet of rights of way as a part of the Special Use Permit. Appendix 2.05.3 -1 includes a <br />copy of the Montrose County's resolution to approve the Special Use Permit. <br />General Requirements WFC will construct, maintain and reclaim haul roads to minimize erosion <br />and siltation, air and water pollution and damage to public and private property. To the extent <br />possible, using the best technology currently available, haul roads will not cause damage to fish, <br />wildlife, or related environmental values and will not cause additional contributions of <br />suspended solids to stream flow or to runoff outside the permit area. <br />Location At the NHN Mine area, haul roads will be constructed on lands proposed to be <br />disturbed by mining and reclamation operations. <br />Haul roads at the mine site will be designed with appropriate ditches, grades and culverts to <br />control erosion and runoff. All haul roads will be constructed basically "on- grade ". Topsoil will <br />be removed and stockpiled in accordance with WFC's topsoil salvage plan. The location will be <br />partially limited by the grades of the existing or postmining areas. The proposed haul road <br />profiles and typical cross section are shown on Maps 2.05.3(3) -3. <br />Design and Construction The design of the haul roads incorporate the demand for mobility and <br />travel efficiency, based on the geometric criteria appropriate for the anticipated volume of traffic, <br />weight and speed of the vehicles to be utilized. The design and construction or reconstruction of <br />haul roads not within the estimated disturbed area will be certified by a registered professional <br />engineer, if required by the DRMS for good cause shown. <br />Should haul roads not within the estimated mining disturbance areas be necessary, they will be <br />designed and constructed or reconstructed in compliance with the following standards in order to <br />control erosion and disturbance of the hydrologic balance. <br />The vertical alignment of the haul roads will not exceed 10 percent on the overall grade. <br />Maximum pitch grade will not exceed 15 percent, and there will not be more than 300 feet of <br />pitch grade exceeding 10 percent within any consecutive 1,000 feet. <br />Section 2.05.3(3) Page 4 October 2013 (TR -05) <br />E: \New Horizon \DRMS \NHN Permit \04_Techmcal Revisions TR \TR -05 \Documents from Jason \2.05.3(3) Mine Facilities TR- OS.docx <br />
