e. Fill slopes will be rounded or reduced and shaped to conform the site to adjacent <br />terrain and to meet natural- drainage restoration standards; <br />f. Cut slopes will be shaped to blend with the natural contours; <br />g. Terraces will be constructed as necessary to prevent excessive erosion and to <br />provide long -term stability in cut -and -fill slopes; <br />h. The regraded area will be reclaimed in accordance with the approved reclamation <br />plan; <br />Unless otherwise authorized by the DRMS, all road - surfacing materials will be <br />removed, hauled or conveyed and disposed under 4.11.4. <br />Access Roads <br />Under the definition of Access Roads provided in Section 1.04 of the Rules, there are no access <br />roads on the site. There are 3 Haul Roads proposed for the NHN permit area. <br />Light -Use Roads <br />At the NHN Mine, light -use roads will only be used on an intermittent basis for purposes other <br />than transportation of coal including, but not limited to, roads used for monitoring and periodic <br />maintenance of monitoring facilities and reclamation areas, intermittent equipment passage from <br />one mine area to another mine area, or other occasional use. <br />General Requirements WFC will construct, maintain and reclaim light -use roads to minimize <br />erosion and siltation, air and water pollution and damage to public and private property. To the <br />extent possible, using the best technology currently available, light -use roads will not cause <br />damage to fish, wildlife, or related environmental values and will not cause additional <br />contributions of suspended solids to stream flow or to runoff outside the permit area. Any such <br />contribution shall not exceed the limitations of State or Federal law. <br />The light -use roads at the mine site will be designed with appropriate ditches, grades and culverts <br />to control erosion and runoff. All light -use roads will be constructed basically "on- grade" and the <br />location will be partially limited by the grades of the existing or postmining areas. Stream fords <br />will not be used during construction of roads unless approval is first obtained from the regulatory <br />authority. <br />Location WFC will locate light -use roads on ridges or on a stable slope in order to minimize <br />erosion. No part of any light use road will be located in the channel of an ephemeral stream <br />where the upstream watershed is larger than one square mile and in intermittent or perennial <br />streams unless specifically approved by the DRMS. Stream fords of an ephemeral stream when <br />the upstream watershed is larger than one square mile and intermittent or perennial stream will <br />be approved by the DRMS before construction proceeds.
