Visually this <br />undisturbed rangeland looked similar to the potential rangeland reference area that Frank and the inspector looked <br />at south of AA road. This area had sign of mule deer use as evidenced with a shed antler. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.063; Redistribution 4.06.4: <br />Topsoil salvage in advance of the pit was conducted in April according to the operator. The salvaged <br />topsoil was separated in to A lift and B lift. At the time of the inspection there was thin vegetative cover on the <br />topsoil stockpiles. However, even with the gusty winds, neither pile was blowing.
