3 -2 <br />The following sections identify proposed methodology for restoring areas <br />disturbed by the operation to a condition equal to, or greater than, the highest <br />previous use in accordance with the rules and regulations of the Colorado Mined <br />Land Reclamation Board and the Office of Surface Mining. Topics presented <br />include: <br />• Pre - Mining Topography - Steep Slope <br />• Post - Mining Topography <br />• Topsoil Placement and Seedbed Preparation <br />• Mulching and Seeding Procedures <br />• Revegetation and Evaluation of Revegetation <br />• Hydrologic Restoration <br />• Reclamation Schedule and Costs <br />• Abandonment <br />Reclamation techniques presented in the following sections have been <br />developed from the state of the art technology and are applicable to site <br />conditions. As the reclamation program progresses, DRMS approved <br />modifications in the plan will be made to keep methods current. <br />The lower portion of the affected area will be returned to approximate <br />original contours (AOC), but the mine bench area will not. The mine bench area <br />was disturbed prior to the enactment of the Surface Mining Law under the <br />authority of an approved USGS exploration plan. The Operator has no record of <br />the pre- mining topography. In response to Stipulation #11 of the July 5, 1985 <br />permit approval, the Operator contracted with Air Photo Surveys and Global <br />Engineering, Inc. to prepare a map of pre- mining topography. The basis of <br />mapping was a pair of stereo aerial photographs taken for the USGS on July 2, <br />1967. The photos were taken prior to any mining activity and are at a scale of <br />1:10,000. Because of the small scale of the photos, expansion to a scale of 1 <br />inch equals 400 feet was the largest possible and the resultant map is rough. To <br />refine the interpretation of the slopes on the map, the contractor used a parallax <br />bar and the original photos to determine the original slopes in the mine bench <br />area. <br />MR -50 M`- Volume 1 (Rev 04/14) <br />
