Tonya Hammond of Snowcap Coal Company <br />met the inspector on site and represented the operator. The weather was sunny, mild and windy. The mine site <br />was dry at the time of the inspection. The Roadside Mine is a reclaimed underground mine, with three reclaimed <br />coal refuse disposal areas. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />All ponds have been reclaimed at the Roadside Portals mine site. <br />The reclaimed pond 8 area had been dominated by weedy species. The operator scraped the surface to remove the <br />weeds and propagules of the undesirable plants. This mitigated area will be reseeded with the approved seedmix. <br />Pond 9 has been reclaimed and drainage established at the toe of the RRDA. Vegetation is becoming established <br />in this area. <br />Pond 11 has been reclaimed and was seeded in October 2012. This reclaimed area has had one growing season <br />and is starting on the second growing season. Perennial species, greasewood, prostrate kochia, and shadscale, are <br />becoming established though the reclaimed pond is still mostly dominated by annual species. (Photo 6) <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />There are three reclaimed coal refuse disposal piles on the permit area; The Roadside Refuse Disposal <br />Area (RRDA), Cameo Refuse Disposal Area No. 1 ( CRDA1), and Cameo Refuse Disposal Area No. 2 (CRDA2). <br />Vegetative cover on the outslope of the RRDA is stable and healthy.
