Ponds 9 -P7 and 8 <br />have a few rodent /animal holes in the embankment that will need to be repaired. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />The waste disposal site was observed and was stable. Sparse vegetation has established on the southern end of this <br />area. The No. 9 Portal area was stable. <br />ROADS — Rule 4.03; Construction 4.03.1(3)/4.03.2(3), Drainage 4.03.1(4)/4.03.2(4), Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6), Reclamation 4.03.1(7)/4.03.2(7): <br />The access roads throughout the site were graded and maintained. <br />REVEGETATION — Rule 4.15, Vegetative Cover; Timing: <br />Mr. Watterson and I attempted to locate the Utah Tract at the southeast end of the site. However, I collected a GIS <br />point in the field to ascertain our actual location. The parcel that we observed was one ridge to the west of the <br />Utah Tract. The observations I made in my field notes do not describe the correct area and thus will not be <br />recorded in this report. <br />The Williams Fork Strip Pit area was observed. This area is stable and vegetated. <br />SIGNS AND MARKERS — Rule 4.02: <br />In accordance with Rule 4.02.2(1) mine identification signs shall be displayed at each entrance to the permit area <br />from public roads. The mine identification sign where Highway 13 enters the permit area on the southern end of <br />the site could not be located. The Operator will need to place mine identification signs at each entrance to the <br />permit area from a public road. <br />In accordance with Rule 4.02.3, the perimeter of all areas affected by surface operations or facilities shall be <br />clearly marked. The Division could not locate perimeter markers around the Utah Tract. The Operator will need <br />to place perimeter markers in this area. <br />TOPSOIL — Rule 4.06; Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />Topsoil stockpiles were observed throughout the site. Overall, these piles appear stable. Several rodent and <br />animal holes were observed on these piles and will need to be repaired. Each pile has a topsoil identification <br />marker. Cheatgrass was observed on several of the piles and several piles had sparse vegetation cover established. <br />In accordance with Rule 4.06.3(2)(a), protection measures required for stored topsoil include establishing an <br />effective cover of non - noxious, quick growing annual and perennial plants. Cheatgrass is a List C noxious -weed. <br />Moffat County Mining will need to implement noxious weed control measures for the topsoil stockpiles and inter - <br />seed them when necessary with the approved topsoil stabilization seed mixture identified on Table 57 of the <br />permit. <br />Number of Partial Inspection this Fiscal Year: 0 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 3 of 7 <br />
