05111/2014 13:42 FAX 1 <br />the two layers will have one and a half times the equipment traffic and the layers are the right <br />thickness range for maximum compaction. <br />Less Mixing of Soil Layers: The B topsoil layer is ripped and rock picked. The resulting surface <br />has depressions and minor ridges from the ripping and rock picking activities. As the spreading <br />moves across this irregular surface, the bulldozer can very easily get a few inches too deep and <br />encounter a ridge of the B topsoil and have significant mixing. <br />More Timely Completion: Regrading of the site required moving an additional 150,000 cubic <br />yards of bench 1 soil and general overburden, and rehandling at least 30,000 cubic yards of <br />topsoil to remove the bench 1 under three of the topsoil piles. This extended the completion of <br />the project two to three weeks. We can decrease the project duration by up to two weeks by <br />placing the mixed and A topsoil as one lift. By combining two of the proposed layers into one <br />layer reduces the required layers to three eliminating 25% of the required support activities <br />(rough and finish grading, rock picking, and surveying for 80 acres), <br />Previous Request: We had requested the permit not differentiate between our mixed topsoil <br />on our property and our A topsoil. However, that request did not get Included in PR -08. We <br />did not protest the last PR -08 revision because we do not want any more delays. We want to <br />get our land back into production. <br />At this point we believe placing a 7 inch layer of mixed topsoil and 15 inch layer of A topsoil will <br />create excessive compaction and degrade our topsoil resource through mixing. These impacts <br />will decrease our hay production. By combining the 7 and 15 inch layer into a single topsoil <br />layer placement of 22 inches, we can get the land into production sooner with few negative <br />impacts. <br />Please promptly approve our request so we can start spreading the combined final lift. <br />Please call meat 970- 417 -8151 with your approval.
