INTEROFFICE MEMORANDUM <br />TO: ZACH TRUJILLO <br />FROM: ROB ZUBER <br />SUBJECT: MUNGER TR -25 — REVIEW OF SOIL LOSS COMPARISON <br />DATE: 5/12/2014 <br />Zach — <br />I reviewed the report by Stover and Associates regarding the comparison of soil loss for TR -25. They used the <br />Universal Soil Loss Equation (USLE) and based the cover factors (the "C" factors) on the revegetation report by Cedar <br />Creek Associates (the Cedar Creek report was also included with the TR -25 submittal). The USLE analysis sufficiently <br />shows that the sediment loads in runoff from reclaimed areas is very similar to sediment loads from reference areas, <br />and therefore the pond and other sediment controls are no longer needed. <br />However, I do need to add one caveat. Because the Cedar Creek report is very important for determining the C <br />factors, which are the most important elements of the USLE analysis, it would be prudent to have Janet Binns or <br />another vegetation specialist review this report. At the very least, I think Janet should look at this report for any fatal <br />flaws. <br />Thanks, <br />Rob <br />
