17. Soil Volume Availability <br />All of the topsoil has been stripped from the New Horizon Mine as of PR 08. Tables 2.04.9 -8A, B, <br />C, and Table 2.04.9 -9 show what the topsoil quantities were anticipated to be prior to stripping. <br />Section 2.0.5.4(2)(d) discusses the actual topsoil amounts placed in reclamation, which is different <br />(more in some areas, less in others) than the anticipated topsoil volumes. Map 2.05.4 -4, 6, and 7 <br />show the topsoil placement throughout the New Horizon Mine. <br />18. 2011 Soil Sampling and Analysis Program <br />In response to requirements by the Colorado Division of Reclamation, Mining, and Safety and the <br />Office of Surface Mining, WFC has contracted Key - Agricultural Services, Inc. (Key -Ag) to prepare <br />and conduct a sampling and analysis plan of the soil material stockpiled on the Morgan property, <br />the undisturbed soil in place on the south and west sides of the mining area, and the Substitute <br />Subsoil Redistribution Area on the eastern side of the Morgan property. <br />Sampling occurred in November and December 2011. <br />August 2013 (PR 08) 2.04.9 -32 <br />
