PERMIT #: M- 2008 -070 <br />INSPECTOR'S INITIALS: THM <br />INSPECTION DATE: April 8, 2014 <br />PROBLEM/POSSIBLE VIOLATION: Problem: Improper storage and containment of fuels and/or other <br />hazardous materials was present on site. <br />CORRECTIVE ACTIONS: All storage tanks, petroleum and any hazardous materials on site for any period of <br />time shall have appropriate secondary containment. The site will also have to comply with all applicable SPCC <br />requirements. Please supply photo documentation that any fuel or hazardous materials containers are stored <br />properly - including applicable secondary containment structures by the corrective action date. Note that <br />secondary containment structures shall consist of an impermeable containment which could contain all contents <br />of the tanks and various containers (when full) plus 10% of the total capacity. The operator may also provide <br />photo documentation that all containers have been removed from the site on or before the corrective action date. <br />CORRECTIVE ACTION DUE DATE: 5/26/14 <br />OBSERVATIONS <br />This inspection was conducted as part of the normal monitoring program established by the Colorado Division <br />of Reclamation, Mining and Safety. The WRC Gravel Pit is located approximately 13 miles west of Meeker, <br />Colorado. The WRC Gravel Pit is a 191.83 acre 112c construction materials mining operation. Don Silva and <br />Leif Joy accompanied the inspector during the inspection. <br />The mine identification sign and the affected area boundary markers were present and in compliance with Rule <br />3.1.12. <br />The site was inactive during the inspection. Various stockpiles of construction material were observed. <br />A waste oil container lacking secondary containment was observed within the permit area. This is noted as a <br />problem. The corrective action required is to construct secondary containment or remove the container <br />from the permit area. Please provide photo- documentation of the corrective action no later than May 26, <br />2014 to avoid enforcement action. <br />The operator has started the final grading for the solid waste disposal cell in Phase 1. <br />No off -site damage was observed during the inspection. <br />Photos that show the conditions observed during the inspection are included at the end of this report. <br />Responses to this inspection report should be directed to Travis Marshall at the Division of Reclamation, <br />Mining and Safety, Grand Junction Field Office, 101 South 3`d Street, Room 301, Grand Junction, Colorado <br />81501, phone no. 970 - 241 -2042. <br />Page 2 of 4 <br />
