North Pit and North Pit Haul Road Reclamation <br />Downspoiled material was moved from the slope, below, back to North Pit bench area. The <br />bench area and sandstone scarp were backfilled with the downspoiled material. The balance of <br />backfill required was recovered from the Permanently Reclaimed Spoils Area located in the <br />Carbon Junction Channel below the North Pit. The overall slope in the North Pit area was to be <br />3:1. A sandstone scarp at the top of the slope was to remain as it existed because it could not be <br />backfilled to 3:1. Topsoil from Stockpile #2 was used to cover the entire North Pit bench fill <br />area with eight to twelve inches of topsoil. Additional topsoil was spread over the bench <br />outslope, to cover downslope spoil that could not be retrieved. The North Pit area was seeded <br />and mulched in 2006 as described in the revegetation plan. <br />The haul road that led to the North Pit was reduced to a width of 30 feet and the slopes were <br />backfilled to no steeper than 3h:ly. Fill for the North Pit haul road was excavated from the <br />Permanently Reclaimed Spoils Area. <br />Permanently Reclaimed Spoils Area (PRSA) <br />This approved permanent spoil pile was constructed within the confines of the original Carbon <br />Junction drainage and covers an area approximately 8.56 acres in size. The pile, constructed in a <br />valley -fill configuration, consists of box cut spoil, blasted sandstone, and overburden material <br />excavated to gain access to the North Pit and South Pit. Details of the PRSA are found in <br />Section 2.05.3(6) of the RN -04 Abridged Permit Document. The Carbon Junction channel was <br />permanently diverted around the PRSA, as described below. <br />Carbon Junction Canyon Permanent Diversion and Reestablishment of the Channel <br />The reclamation plan for restoring the Carbon Junction drainage included the following tasks: <br />construction of a 1,962 -foot long diversion channel (designed for a 100 -year, 24 -hour storm), <br />lining with riprap, and construction of a culvert crossing (twin 66" diameter pipes) for the <br />channel underneath the main access road. The open channel is to be 14 feet wide (after <br />riprapping) and varies in depth from 1.9 feet to 2.8 feet for the lower section, including <br />freeboard. <br />The upper segment of the Carbon Junction channel was reestablished in November 2013 with the <br />removal and regrading of a temporary diversion berm that had directed flow into the East <br />Collection Ditch. The area was seeded and mulched following grading. <br />Seed Mix /Seeding Methods <br />A basic grass and forb seed mixture was used in all areas revegetated after reclamation (Table 5- <br />6). The goal of the herbaceous seeding was to establish a vegetation cover, subject to the <br />applicable requirements of Rules 3.03.1(3)(e) and 4.15.10, adequate to control erosion and <br />minimize weedy species establishment prior to final development of the property. In areas where <br />crops were grown prior to mining, crops may be re- established post -mine if this is consistent <br />with the commercial land use of the property.
