The
objective in pursuing the Liner Test was (i) to determine whether there is any groundwater
seeping into the ponds which would, in turn would eliminate the necessity of Holcim having to
provide an Augmentation Plan and apply for water well permits and (ii) to expedite the approval
for the release of reclamation as requested in 2012. 1 am writing to let you know that Holcim has
completed the pumping of three ponds and the monitoring of the water levels for 90 days as per
the "liner test" requirements. The following is a description of the actions taken during the period
for pumping and the 90 day monitoring:
The project was delayed early in 2013 due to freezing weather and the fact that the ponds were
covered with ice. Once the ponds thawed and Holcim was able to obtain pumps of sufficient
rating to dewater the ponds, pumping was initiated. Pumping was initiated in Pond B on August 8,
2013. After Pond B was pumped out to a minimal level, we moved to Pond C and then Pond 2
(as shown on the map) and finished pumping in Pond 2 on November 30,, 2013. The `liner test' —
90 day monitoring was initiated in each pond after we pulled the pump at that pond.
