COLORADO <br />Division of Reclamation, <br />Mining and Safety <br />Department of Natural Resources <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />Memorandum <br />Date: May 1, 2014 <br />TO: Marcia Talvitie, DRMS <br />From: Jared Ebert, DRMS <br />RE: Carbon Junction Mine; C- 1992 -080; Reclamation Cost Estimate (RN -4) <br />As you requested, I have conducted a cost estimate for the Carbon Junction Mine; Permit No. C -1992- <br />080. The Division updated the reclamation cost estimate for the Carbon Junction Mine during Midterm <br />Review No. 4 in January of 2011. The amount of bond estimated at that time was $381,835.00. <br />Subsequently, the Division issued a proposed decision for the SL -4 bond release application for a Phase I <br />and Phase II bond release for the site. The SL -4 approval reduced the applicable bond amount by the <br />85% limit in accordance with Rule 3.03.1(2)(b). This remaining liability amount for the Carbon Junction <br />Mine was calculated to be $112,165.00. <br />Section 3.02.1(7) required retention of sufficient bond for the Division to reclaim the disturbed lands to a <br />condition capable of supporting the pre- mining land uses, should the industrial, commercial, residential or <br />recreation land uses prove infeasible and the operator forfeits the bond. The pre- mining land uses of the <br />disturbed area at the site were rangeland and dryland farming. The attached estimate calculates the cost to <br />reclaim the site to the pre- mining land uses. <br />The remaining liability associated at the site is to revegetate the affected land, seal two monitoring wells, <br />site maintenance costs and mobilization /demobilization costs. The acreage used to calculate the <br />revegetation cost is based on your 30 January 2014 Memorandum with the subject; Reconciliation of <br />Permit, Disturbed, and Reclaimed Acreage. Table 2 of this memorandum summarizes the total disturbed <br />acreage. I used this acreage minus the acreage of disturbance that does not require revegetation. <br />The total liability the Division would assume should the site be revoked is $84,714.36. The current held <br />financial warranty is in the amount of $112,165.00. No additional bond is required. <br />Attached: 1.)
