Walsenburg Sand and Gravel - Sand Arroyo Pit Page 4 <br />Permit # M- 1978 -283 Technical Revision <br />following text and the attached Revised Exhibit L explains how <br />this can be done and keep the bond close to what it is now. The <br />Bond Map shows the areas discussed below. <br />The proposed maximum disturbed area is shown on the map as a <br />brown outlined cross - hatched area covering 25.00 acres ±. Within <br />this area there is approximately 7.07 acres of active mining <br />(brown) and plant site areas. The remaining 17.93 acres (tan) is <br />a combination of old mine area that is partially disturbed and <br />naturally reclaimed area that have been flooded in the past. The <br />active areas include a portion of the Plant Site (2.52 ac); a <br />wind blown sand mining area (2.15 ac.) with 400 feet of near <br />vertical cutbank; a bank sand mining area (1.40 ac.) with 600 <br />feet of near vertical cutbanks and 1.00 acre of road. It is <br />estimated that approximately 400 of the 17.93 acres, (7.17 ac.) <br />will need some minor grading to smooth high spots and needs <br />revegetation. This brings the total area needing grading and <br />seeding to 14.19 acres. <br />This is the maximum active area that would need to be reclaimed <br />at any one time. If additional, area is needed for mining, then <br />some of the disturbed area would have to be reclaimed prior to <br />moving into a new area or the Division would be contacted to <br />increase the disturbance allowed and the bond would be <br />recalculated to reflect the amount of reclamation required. <br />RECLAMATION COST ANALYSIS <br />As part of increasing the maximum area of disturbance we prepared <br />a revised Exhibit L - Reclamation Cost Estimate based on the <br />current and future areas of disturbance and is attached for your <br />review. I used the base numbers from your January 2014 bond <br />evaluation but reduced the area needing seeding and grading and <br />added a section for slope grading. It is based on having no more <br />then 14.19 acres needing seeding and grading and having 1000 feet <br />or less of bank sloping. <br />This calculation does not include the stockpile area in the <br />southeast corner that is part of the Concrete Batch Plant site. <br />It appears that this area was left out of the permit in 2002 <br />because it was associated with the batch plant site. The plan is <br />to include this area into the permit by creating an area swap <br />where an equal area in the north is taken out of the permit and <br />the stockpile area is added in. We would propose using a <br />Technical Revision to accomplish this sine the net change will <br />keep the permit area at 52.0 acres ±. This would cleanup the <br />questionable use of the stockpile area so in the future all <br />parties will know what is in the permit boundary. If the <br />Division concurs with this plan, then one this Technical Revision <br />is approved the a second one will be filed to correct the <br />
