Walsenburg Sand and Gravel - Sand Arroyo Pit Page 2
Permit # M- 1978 -283 Technical Revision
TECHNICAL REVISION - APRIL 25, 2014
In reviewing the application file and maps we ran across a
problem in getting the existing permit boundary shown on the 2002
LEGAL DESCRIPTION MAP to match the total acres in the permit.
Unfortunately the previous consultant was not available and we
have not been able to get the information needed to figure out
the problem. We think the issue is with the azimuth /length
numbers shown for each leg on that map. It appears they
collected ground measurements for the lengths and did not adjust
the measured distances to obtain the true distances, so when the
map is redrawn based on the measurements, the boundary line will
not match the 2002 outline. The numbers defined an area of
approximately 62 acres, that was nearly 800 feet longer and 200
feet wider then the map showed. The second problem was there was
no definite point of beginning for the description. The map
listed a post on the gate on the west access road as the point of
beginning (POB). When permitting was taking place in 2002 this
gate was the access point to the gravel processing area and the
Concrete Plant Site. Whether this post was on the north or south
side of the road is unknown. We used the southern post as the
POD for the revised Mining Plan map and future maps so there is a
defined repeatable point. A corrected Legal Description Map is
supplied that corrects the distances and converts the azimuths to
bearings. This line description then matches the drawings and
encompasses 52.0 acres as originally permitted.
REVISED MINING PLAN MAP.
The existing paper copy of Map Exhibit C was digitized into the
corrected boundary drawing that can then be used as the basis for
the new map. A December 2013 airphoto was imported into the
drawing file so we could get an estimate of the amount of
disturbed area at the mine and to determine the location of those
areas in relation to the permit boundary. While it is not an
exact match, because the exact location of the POD is not well
defined on the photo, it was close enough to for our needs.
The attached map shows the location of the area to be disturbed.
This area completely surrounds the area that Mr. O'Donnell
outlined on a photo he supplied. It was enlarged in the
northwest area to take in area that will be mined in the wind
blown sand area in the northwest part of the disturbed area. A
section in the southeast was not included because it is in the
Concrete Batch Plant site to the south of the permit area. A
color version of this map is attached as support for the
Reclamation Cost Estimate discussed later in this Technical
Revision.
