April 21, 2014 C- 1981- 012/New Elk Mine LDS
Figure 1: Approximate location of the Bosque del Oso State Wildlife Area boundary at the
western end of the New Elk min
HYDROLOGIC BALANCE - Rule 4.05
Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10;
Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13;
Drainage — Acid and Toxic Materials 4.05.8, Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18:
North of the highway
The eastern end of the RDA upland diversion was inspected. The ditch had been compacted with three
passes of a dozer. (The design of the ditch is the subject of TR69, which is in progress).
The cell -phone tower SAE had been seeded and mulched. A water bar /check dam had been constructed
across the light -use road with the aim of preventing sediment from collecting in the diversion ditch below.
The surface of the upper section of the light -use road beside the RDA conveyor had suffered a little from
the recent precipitation, however the water bar had done an excellent job of diverting all the run -off into C41.
Below C41 sediment has been captured by a couple of rows of straw bales before the water ends up in the
containment next to the highway. The bales appeared to have been very effective at reducing the frequency with
which the containment needs to be cleaned.
Pond 8 was quite full but was not discharging. The repair of the erosion on the bank between the conveyor
junction and pond 8 has been put on hold until the ground is drier. Although the improvements to the surface water
scheme above this point should prevent the damage from worsening, the erosion is severe enough that it will not
self - repair on the timescale of a mine permit, so NECC should plan to carry out repairs at a convenient time.
Number of Partial Inspection this Fiscal Year: 6
Number of Complete Inspections this Fiscal Year: 4
Page 4 of 23
