COMMENTS: The application seeks an amendment to add 15.63 acres to the current 75.0 permitted acres, for a total permit area of 90.63 acres. The primary commodities to be mined at the site are gravel and sand. The site is proposed to be reclaimed to developed water resources upon completion of mining operations. The Star Water Resource (formerly the Feit Pit) is included in the L.G.Everist Combined Substitute Water Supply Plan (WDID 0202618) most recently approved by this office on February 27, 2014 for operation through December 31, 2015. The SWSP covers depletions from evaporation of 1 acre of ground water exposed to the atmosphere after December 31, 1980, and the use of 1 acre -foot of water for dust control purposes. Any additional uses of ground water at the site, such as the mining of material or use of water from the pit for construction of a slurry wall, would first require approval from this office. Well permit no. 74929 -F was obtained for the current use and exposed pond surface area of the gravel pit. The site is to be continuously dewatered during the current SWSP period. Should dewatering at the site cease prior December 31, 2015, delayed depletions at the site must be addressed. The Star Water Resource must continue to be included in a substitute water supply plan until a liner approval is obtained from this office or the site has been backfilled to its pre- January 1, 1980 area, and lagged depletions to the stream system from past operations at the site have ceased.
