Savage & Savage <br />C -1992 -080 / RN -4 / AR No. 3 <br />25- Apr -2014 <br />Page 5 of 6 <br />Please revise the second paragraph of ADP subsection 2.05.4(2) to direct the reader to the <br />location of this map, and submit an application for a revision to the permit to remove the <br />other two maps that reflected PMT: the TR -11 and TR -13 Post - Mining Topography <br />Maps. (In order to streamline the TR -17 process, new Appendix 5 -12 was created for <br />insertion, but no other changes were made to the approved permit.) <br />DRMS 04/25: The obsolete maps will be removed with the upcoming Permit Revision. <br />However, the text should be modified now, as requested, to reflect the location of the <br />new map. <br />5. DBMS 12/18: The APD addresses Reconstruction of Carbon Junction Canyon beginning <br />on Page 5 -10 of the Aug -2013 version. Please expand this section to reflect the work that <br />was accomplished in the Upper Carbon Junction area in Nov -2013, as approved under <br />TR -17, and direct the reader to Appendix 5 -12 for details. <br />DBMS 04/25: In the Mar 2014 response, Oakridge proposes to include the requested <br />language in the upcoming permit revision. This is acceptable to the Division; this item <br />is resolved for purposes of RRN 4. <br />2.05.5 — Post - Mining Land Uses <br />DRMS 04/19: An alternate post - mining land use of industrial /commercial and <br />residential was approved for the Carbon Junction Mine in 1996 under TR -05. In July <br />2012, during a site visit attended by representatives of Oakridge and this agency, the <br />Division suggested Oakridge might consider changing the land use to rangeland or <br />wildlife habitat. This would require the establishment of a reclamation success standard, <br />but given that reclamation occurred in 2006, the mine might be eligible for bond release <br />as early as 2016. <br />DBMS 12/18: The cover letter to the August 2013 adequacy response indicates that <br />Oakridge is currently evaluating the Division's suggestion. <br />DBMS 44125: The Mar -2013 cover letter and discussions between Oakridge and the <br />Division indicate that the applicant does plan to move forward with a permit revision to <br />revise the Post - Mining Land Use. This item is resolved for purposes of RN-4. <br />2. DRMS 12118: The discussion of post - mining land uses provided in subsection 2.05.5 of <br />the APD is incomplete. Division records indicate that for the original Carbon Junction <br />Mine permit (C- 1982 -054), the pre - mining land uses were Rangeland/'Wildlife Habitat <br />and Cropland ( dryland wheat). Approved post - mining land uses were the same; no <br />alternate uses were proposed. When the current permit was issued in 1993, the post - <br />mining land uses were to be rangeland, wildlife habitat, and dryland farming. Please <br />revise the discussion in 2.05.5 of the ADP to provide a complete history of land uses, in <br />addition to the change in land use that was approved under TR -05 in 1996. <br />DRMS 04/19: Recognizing that an upcoming permit revision is expected, no revision <br />to the APD text will be required at this time. This item is resolved for purposes of RN-4. <br />
