During the review process, BRL removed the request to <br />substitute cover material for topsoil, and instead provided a material balance update to demonstrate that the <br />entire refuse area disturbance would be covered with less topsoil than originally proposed and approved. <br />For Gob Piles 41, #2, and #4 the currently approved topsoil redistribution depth is 0.9; the proposed replacement <br />depth with TR77 will be 0.5'. Gob Pile #3 is currently approved to be covered with 2.4' of topsoil; the proposed <br />replacement depth with TR77 is 1.5'. <br />The proposed replacement depth for Gob Piles #1, #2, and #4 is based on the available material in stockpiles D <br />and E, which were both surveyed this month. The proposed replacement depth for Gob Pile #3 is based on the <br />April survey and an estimate of remaining topsoil to be salvaged under the west cover fill stockpile. <br />Will you please review the current proposal to determine whether it meets the requirements of Rule 4.06.4(2) for <br />topsoil redistribution? All of the correspondence is available in laserfiche. Copies of the proposed maps and <br />application pages are in my TR77 file in my office. If at all possible, I would appreciate having your comments by <br />May 14, 2014. <br />Susan L.
