DEERE & AUL'T <br />June 14, 2013 <br />Ms. Heidi Frey, P.E. <br />Colorado Division of Water Resources <br />1313 Sherman St., Room 818 <br />Denver, Colorado 80203 <br />Re: Evans #2 Gravel Pit — Second Amended 2013 Substitute Water Supply Plan Request, <br />DRMS File No. 2000 -041; Well Permit 54064 -F; WDID 1406561; SWSP ID 2709 <br />Water Division 2, Water District 14, Pueblo County <br />Dear Heidi: <br />Fremont Paving & Redi -Mix (Fremont) desires to accommodate a neighboring irrigator in an <br />effort to mitigate a concern that dewatering at the Evans #2 Pit may be reducing the water table <br />at the neighbor's irrigation wells. Southwest Sod Farms, Inc. (Mr. John Sliman) uses four <br />augmented irrigation wells (Structure IDs 1405131, 1405132, 1405134 and 1405208) in the <br />vicinity of the Evans #2 Pit. Without admitting injury, Fremont has agreed to supply Mr. Sliman <br />with water derived from the dewatering system at the Evans #2 Pit to increase the physical <br />supply of water available to Mr. Sliman. This SWSP amendment seeks to add irrigation use by <br />Mr. Sliman to the approved SWSP and to the permitted uses of water from the Evans #2 Pit. A <br />well permit application will be filed seeking to add the irrigation use to the gravel pit well <br />permit. <br />Irrigation Delivery Pipeline Infrastructure <br />Fremont proposes to construct a pipeline from the existing Evans #2 Pit dewatering system <br />pumps to the Excelsior Ditch in the vicinity of Mr. Sliman's existing ditch pump. Temporary <br />earthen dams would be constructed in the Excelsior Ditch in order to create a small forebay pond <br />for the Sliman Excelsior Pump. A figure is attached showing the conceptual layout of the <br />irrigation delivery pipeline and appurtenances (actual locations may vary). <br />Pumping from the pond in the Excelsior would be used by Mr. Sliman for irrigation in <br />substitution for water that would otherwise have been pumped from his irrigation wells pursuant <br />to his Arkansas Groundwater Users Association Rule 14 Plan and Booth Well Association <br />SWSP allotted pumping. Irrigation occurs on a total of 243 acres primarily at two center pivot <br />sprinklers and one flood irrigated field located in the NWl/2, Section 34 and NWi /a, Section 35, <br />T20S, R63W., 6`' P.M., Pueblo County. <br />One or more valves at the connection between the existing dewatering system and the irrigation <br />delivery pipeline will control whether water is being delivered to the existing dewatering system <br />600 S.
