A building permit application must be completed, and two complete sets of plans, <br />including engineered foundation plans bearing the wet stamp of a Colorado registered <br />architect or engineer, must be submitted for review. A Geotechnical Engineering Report, <br />performed by a Colorado registered engineer, shall be required. <br />41. A plan review shall be approved and a permit must be issued prior to the start of <br />construction. <br />42. Buildings shall conform to the requirements of the codes adopted by Weld County at the <br />time of permit application. <br />43. A letter from the Platte Valley Fire District, indicating whether or not a fire district permit <br />is required, shall be submitted prior to the issuance of building permits. <br />44. Prior to the commencement of any mining activity which would result in the exposure <br />and/or use of groundwater, the applicant shall provide the Department of Planning <br />Services with an approved Colorado Division of Water Resources Substitute Water <br />Supply Plan or court- approved Augmentation Plan, along with an approved well permit. <br />45. Effective January 1, 2003, building permits issued on the proposed lots will be required <br />to adhere to the fee structure of the County-Wide Road Impact Fee Program. <br />46. Effective August 1, 2005, building permits issued on the subject site will be required to <br />adhere to the fee structure of the Capital Expansion Impact Fee and the <br />StormwaterfDrainage Impact Fee Programs. <br />47. The property owner or operator shall be responsible for complying with the Design <br />Standards of Section 23-2 -240 of the Weld County Code, <br />48. The property owner or operator shall be responsible for complying with the Operation <br />Standards of Section 23-2 -250 of the Weld County Code. <br />49. The property owner or operator shall be responsible for complying with the Open- mining <br />Standards of Section 23-4 -250 of the Weld County Code. <br />50. Weld County Government personnel shall be granted access onto the property at any <br />reasonable time in order to ensure the activities carried out on the property comply with <br />the Development Standards stated herein and all applicable Weld County regulations. <br />51. The Use by Special Review area shall be limited to the plans shown hereon and <br />governed by the foregoing standards and all applicable Weld County regulations. <br />Substantial changes from the plans or Development Standards, as shown or stated, <br />shall require the approval of an amendment of the Permit by the Weld County Board of <br />County Commissioners before such changes from the plans or Development Standards <br />are permitted. Any other changes shall be filed in the office of the Department of <br />Planning Services. <br />52. In accordance with Section 23- 2 -200.E of the Weld County Code, if the Use by Special <br />Review has not commenced from the date of approval, or is discontinued for a period of <br />2009 -0886 <br />PL2007 <br />
