Hickenlooper <br />Governor <br />Mike King <br />Executive Director <br />Dick Wolfe, P.E. <br />Director /State Engineer <br />APR ;" ? 2014 <br />Division of Reclamation, <br />Mining & Safety <br />This letter is in response to your letter dated February 14, 2014 in which you request renewal of <br />the above referenced su fltute water supply plan (SWSP) on behalf of Connell Resources, Inc. <br />(Applicant) in accordance with S 37 -90- 137(11), C.R.S. to cover depletions caused by gravel mining <br />operations at the SerFer Pit (M- 2008 -006). The required renewal fee of $257 has been submitted <br />(receipt no. 3663652). The most recent SWSP renewal was approved on March 27, 2013 and expires on <br />March 31, 2014. <br />Plan Operations <br />This plan seeks to replace depletions resulting from mining operations at the SerFer Pit. The <br />depletions that result from the proposed dry- mining operation include evaporation, dust control, and <br />water lost in mined product. The Applicant has constructed dewatering trenches to allow for dry - <br />mining and to reduce the evaporative losses associated with the operation. The water is pumped to <br />settling ponds before being discharged to the Cache la Poudre River. SerFer Pit mining operations <br />began in January 2011. Due to unfavorable economic conditions a precise end date is unknown. <br />Once reclamation is complete, a lined reservoir will be created and will have a total surface area of <br />approximately 20 acres. The proposed replacement source is excess credits resulting from a recharge <br />project at the Timnath- Connell Pit (M- 1999 -050, WDID 0303018) and reusable water leased from the <br />City of Fort Collins. <br />Depletions <br />Ground water is exposed at the site in a 0.23 acre dewatering trench (3 ft wide x 3,340 ft <br />long), a 0.05 acre dewatering sump, and two settling ponds of 0.14 and 0.16 acres. Evaporative <br />depletions were calculated using a gross annual evaporation of 40 inches, with a credit of 9.0 inches <br />for effective precipitation (based on an average annual precipitation for the Windsor weather <br />station).
