BOWIE RESOURCES, LLC <br />BOWIE NO. 2 MINE <br />2014 IMPOUNDMENT YEARLY INSPECTION <br />In accordance with Rule 4.05.9 (14), all impoundments shall be inspected at least yearly <br />to determine if the impoundment has been maintained as designed, and in accordance <br />with the approved plan and the applicable regulations. This yearly inspection is for the <br />impoundments located at the Bowie No. 2 Mine, <br />On March 31, 2014, 1 performed the required yearly inspection. 1, J. E. Stover, have a <br />wide variety experience in the design and construction of earth fill embankments. <br />Nothing was observed during the inspection that would indicate the ponds have a <br />potential for failure. There was no appearance of erosion, instability, structural <br />weakness or other hazardous conditions. There are no required monitoring procedures <br />or instrumentation other than monthly and yearly inspections. There are no aspects <br />which might affect stability. None of the ponds were discharging during the inspection. <br />Pond B had a pool of water about 6 -feet below the emergency spillway at approximate <br />elevation of 5946. Sediment was visible near the emergency spillway. Pond B needs <br />dewatered. Sediment removal is recommended. Estimate 50% sediment build up. <br />The water level of Pond C was about 1 -foot above level of the primary spillway at <br />approximate elevation of 5993. Because of the water level in the pond, it is not <br />possible to determine the sediment level. Estimate 10% sediment build up. <br />Pond D had a pool of water standing slightly above the level of the primary spillway at <br />approximate elevation of 5974.5. Some sediment build up was visible on the east and <br />west ends of the pond. Estimate 30% sediment build up. <br />Pond F had a pool of water standing about 8 -feet below the elevation of the emergency <br />spillway at approximate elevation 5946. Sediment has built up at the west end of the <br />pond. It is estimated the sediment build up is over 60% of the design capacity. <br />Pond J had a pool of mud and water at approximate elevation of 5847. Estimate <br />sediment build up is 60 %. <br />Pond K had was damp with an estimated sediment build up of 20 %. <br />
