I was not accompanied by an operator <br />representative during the inspection. Weather conditions were overcast and cool. Ground conditions were mostly <br />dry. Some portions of the Coal Creek Access Road were damp due to a recent storm. The North and South <br />Portal areas were inspected. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Reclaimed Sedimentation Ponds 6, 8, 9, 10 and 11 were inspected. Vegetation is beginning to green up. The <br />former pond locations are all stable with no signs of erosion or instability. Photographs of each of these reclaimed <br />pond locations are attached at the end of this inspection report. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />The North Portals area and the CRDA -1 & 2 waste disposal sites were inspected. The CRDA waste disposal sites <br />were stable, diversions and perimeter ditches appeared functional. The RSRDA at the South Portal area was in <br />very good condition with no erosion or instability noted.
