South Tavlor Fill Inspection Certification <br />On March 19th, 2014, 1 inspected the area in which the South Taylor Excess Spoil Fill is being <br />constructed. This report covers activities associated with both the East Taylor Fill and the West <br />Taylor Fill identified on Map 23A and Map 45 of the approved permit. The purpose of this <br />inspection was to observe status of the fill placement. This inspection is necessary to satisfy <br />the requirements of CDRMS Rule 4.09. 10 (1a) and Rule 4.09.1 (1b). Weather conditions were <br />45 °F and partly cloudy, with 5 -10 mile per hour wind. There was partial snow cover at the time <br />of inspection. <br />West Taylor Fill with A -A' and B -B' Underdrain Area The toe is filled and sloped to the 7800 <br />elevation and rip rap placement has been completed to the 7695 elevation in the West Taylor <br />West Tributary and West Taylor East Tributary channels. Dumping continues at the 8050 <br />elevation of the Temporary out of Pit Fill. Topsoil is staged within a small area of the southeast <br />end of the East Tributary, with a ring ditch and berm constructed around it to prevent sediment <br />transport from the active mining area. <br />The current water level reading of the piezometer well was 224.8 feet from the ground surface, <br />an increase of 1.5 feet from the previous quarter. <br />No structural weakness, signs of instability, or other hazards were noted at the time of <br />inspection. <br />East Taylor Fill with C -C' Underdrain Area: The 7800, 7850, 7900, and 7950 dump benches <br />are completed. The 8000 bench and all higher benches were inactive during this quarter. <br />Design requirements for the spoil pile are addressed in Volume 13, Exhibit 21, Item 1, <br />Introductory Letter. Inspection requirements during construction are further detailed in Volume <br />12, Section 4.09. <br />No structural weakness, signs of instability, or other hazards were noted at the time of <br />inspection. <br />I am a Registered Professional Engineer in the State of Colorado. Being familiar with the <br />Colowyo operation, and relying on the information provided to me by Colowyo Personnel, the <br />construction activities related to the West and East Taylor Fill are in conformance, to the best of <br />my knowledge and experience, as specified in the Introductory pages and the associated report <br />found in Volume 13, Exhibit 21, Item 1 and other applicable requirements of the approved <br />permit documents, a portion of CDRMS Permit C -81 -019. <br />U ll/,.,4 <br />�. .��• : iii <br />47031 S <br />
