In addition, the plan must specify how the Operator will demonstrate that reclamation <br />has been completed at the end of each mining season. <br />8. The Reclamation Plan states that the maximum gradient of reclaimed slopes will be 311: 1 V <br />and that actual contouring will approach 1H:1V. Please clarify the reclaimed slopes will be at <br />a final grade of 311: IV or flatter. <br />9. The Reclamation Permit for the Steel Rose 1 mine site was approved with the stipulation that <br />the Operator would, on an annual basis, provide Acid Base Accounting and paste pH test <br />results signed by a professional chemist confirming that the results and the tests were <br />conducted or supervised by a professional engineer. In the annual reporting process the <br />Operator is also required to describe the methods of the Acid Base Accounting and paste pH <br />tests including the quantity of air -dried material in grams, the volume of DI water used to <br />reach the 1:1 ratio, and the time elapsed before the pH was measured. Please commit to <br />continuing to comply with the above described stipulation. <br />10. The Division will calculate the required financial warranty once all of the adequacy issues <br />have been addressed. <br />6.3.5 Exhibit E — Map <br />11. The applicant has submitted a Mining Plan Map which depicts the currently permitted 3.39 <br />acres. In addition, the applicant submitted an unlabeled map which appears to depict the <br />proposed 9 acre permit boundary. Please revise the Mining Plan Map to include the <br />following: <br />a) Show the name of the Applicant. <br />b) Must be prepared and signed by a registered land surveyor, professional engineer, or <br />other qualified person. <br />c) Give the date the map was prepared. <br />d) Identify and outline the area that corresponds with the application. <br />e) Include a north arrow, map title, appropriate legend and a map scale. The acceptable <br />range of map scales shall not be larger than 1 inch = 50 feet nor smaller than 1 inch = 660 <br />feet. <br />9. As required by Rule 6.3.5(2)(a), the Mining Plan Map must include an outlined and labeled <br />permit boundary. The permit boundary shall include the access road; see additional <br />comments under No. 4. <br />10. As required by Rule 6.3.5(2)(c), the Mining Plan Map must outline and label all major <br />surface features to be used in connection with the operation such as: existing roads, topsoil <br />stockpiles, overburden stockpiles, product stockpiles and the pit boundary. <br />
