Apri19, 2014 C- 1981 - 010 /Trapper Mine JLE <br />emergency spillway was clear and functional. <br />GENERAL MINE PLAN COMPLIANCE: <br />The active mine area was observed at about 10:40am on April 10th. None of the draglines were operating at the <br />time of observation. The Truck /Loader and Truck /Shovel crew were active. <br />OTHER: <br />During the inspection, we drove over to the County Road 33 and observed the expansion area. During the review <br />of PR7 it was noted that soils unit 99 within the expansion area has been classified as "Farmland of statewide <br />importance ". These areas were observed. It appears that three parcels within the expansion area include this soils <br />unit. There is a northern area, a central area and a southern area. Both the northern and southern areas are lowland <br />areas of sagebrush and dryland pasture. The center area appears to be thick mountain brush with service berry, <br />gamble oak and chokecherry. Perhaps the northern and southern areas were farmed at some point in time, but it <br />appears that was many years ago if at all. <br />I spoke with Steve Hinkemeyer on the morning of April 10th in regards core hole drilling for geologic <br />characterization and baseline information for the current and future expansion area. We also discussed the slide <br />monitoring plan and equipment. He provided me with two maps; the first one is titled "Soil Analysis Drill Hole <br />Locations and Prior Mining Areas ", the second was titled "Trapper Mine Inc. Blast Pattern Asbuilts ". The second <br />map depicts the location of the 2006 slide boundary and the blast patterns that have and will occur in the area. <br />SLIDES and DAMAGE - Rule 4.12: <br />Parcels A -B -12 and A -A -13 were observed; these parcels were recently graded and topsoiled. Overall the area <br />appears stable and only minor rills were observed typical of recently graded areas. <br />Parcel K -A -11 was observed. Vegetation has begun to germinate in this parcel. The parcel appeared stable. <br />Parcel K -A -13 was observed. Large failures were not observed. <br />TOPSOIL — Rule 4.06; Removal 4.06.2, Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />Topsoil stockpile D1 -07 was observed.
