Coal Ridge No. 1 Mine C1984065: MT7 <br />Boreholes <br />April 14, 2014 <br />All boreholes associated with the Coal Ridge No. 1 Mine have been reclaimed and bond release has <br />been granted. <br />Water Rights and Usa <br />Water rights for the operation were granted in 1988. The currently approved operation and <br />reclamation plan does not propose consumptive use of water. <br />Section II - Revisions to the Permit <br />There has been one minor revision application approved since Permit Renewal No. 6 was renewed on <br />November 10, 2011. <br />MR -25 revised page 4 -39 and Figure 4.3 -6 to describe and identify the location of a sediment <br />collection ditch that had been constructed and subsequently reclaimed. <br />Section III - Status of Stipulations <br />The stipulation history for the Coal Ridge No. 1 Mine was reviewed as part of the midterm review. <br />Review included investigation of the stipulation response file, revisions to the permit, and the <br />findings document for RN -06. Any stipulations associated with this permit and issued over the life of <br />this operation which are not discussed in this midterm review have been complied with or <br />terminated. As of the time of this midterm permit review, there are no active or un- resolved <br />stipulations to the Coal Ridge No. 1 mining permit. <br />Section IV - Enforcement Actions <br />There has been one enforcement action taken in the last two and a half years since approval of the <br />last permit renewal (RN -06). <br />Notice of Violation CV- 2012 -005 was issued on June 26, 2012 for failure to obtain approval of a <br />sediment collection ditch prior to its construction. During a complete inspection conducted on June <br />19, 2012, it was observed that an unapproved sediment collection ditch had been constructed at the <br />site sometime between the June 19, 2012 inspection and the prior complete inspection of March 19, <br />2012. It appeared that this ditch had been constructed at the same time some maintenance to the <br />sediment pond had occurred. The ditch measured 1.5 feet wide by 1.5 feet deep by 150 feet long. <br />The ditch began in Ditch 3, near a point where Ditch 3 met Culvert C5, and ran roughly in a south- <br />easterly direction from this point. Minor Revision No. 25, to incorporate location information for the <br />ditch, was submitted and approved. The violation was abated with reclamation of the ditch and a <br />map revision to note its location, and was terminated on July 23, 2012. <br />Page 8 of 28 <br />
