Brian Watterson of Twentymile Coal <br />accompanied the inspection. The weather was clear and the mine site was wet/muddy at the time of the <br />inspection. This inspection focused on approved activities associated with the Refuse Disposal Areas. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The hydrologic systems in and around the Refuse Disposal Area (RDA) were functioning as designed. The <br />underdrain at the toe of the slope was discharging into the Area 1 Pit with no other flow noted out of the slope of <br />the RDA. Ditch RDA -4 has been constructed with a smaller dozer cut ditch closer to the active pile. <br />GENERAL MINE PLAN COMPLIANCE: <br />No coal trains were observed loading or entering the mine site at the time of the inspection. Minor Revision No. <br />276 and Technical Revision No. 83 are currently under review by the Division. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />Refuse material continues to be placed in the RDA expansion area. Material was being stockpiled at the time of <br />the inspection. The RDA was dry and compacted at the time of the inspection. The refuse material had not yet <br />reached the head of the under -drain of the RDA and the D50/9" drain rock and the two filter layers were observed. <br />The exposed under -drain was stable and constructed as designed. Phase 1 of the RDA expansion is nearing <br />completion. <br />The first bench has been completed and the second bench is near elevation. The out slope of the first bench is <br />stable with soil placed and the out -slope of the second bench is stable. The construction of the east perimeter ditch <br />is on- going. Two of the three piezometers have been installed. <br />Soil material was noted at the area near the NW toe of the RDA expansion area at the tie -in with the existing <br />RDA.
