The weather was seasonably warm <br />and clear. The ground was dry over all of the mine site and loadout. There was no EFCI representative present <br />during the inspection at the mine site or the loadout. <br />HYDROLOGIC BALANCE - Rule 4.05 C Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Pond 4 was holding a very small amount of water. Pond 5 was dry. Neither of these ponds was <br />discharging. At the loadout, ponds L -1 and L -2 were dry at the time of the inspection. No major problems were <br />found with embankments, flumes, or spillways. The following spillway pipes contain sediment (4 to 6 inches) and <br />should be monitored: the emergency spillways at Pond 4, the Pond 5 primary spillway, and the primary spillway <br />for Pond L 1. <br />On the pond side of the embankment for Pond 5, there is a rill near the primary spillway that will need to be <br />repaired if it gets worse. Some sediment is in the 30" inlet pipe for Pond 5, and this condition should be <br />monitored. <br />The Magpie Diversion Ditch was inspected along the lower 1,000 feet, and no problems were seen. The <br />developed spring (or seep) was located in the channel of the ditch. It is approximately 175 feet upstream of the <br />large culvert under the Monarch Mine Road and approximately 10 feet south of the channel thalweg. <br />The BMPs near the gravel parking lot and at the northwest corner of the truck tunnel are not in need of <br />maintenance at this time. The slope with wattles near the gravel lot is very sparse of vegetation at this time. <br />At the RDA, no problems were seen with diversion ditches or with the California Drain Pan at the northwest <br />corner of the RDA. <br />Number of Partial Inspection this Fiscal Year: 7 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 2 of 6 <br />
