Pre -Blast Surveys <br />The operator may have completed preblast surveys of adjacent properties. Copies of these <br />reports should be on site. <br />CERTIFICATIONS <br />Pond Certifications <br />As -built certifications for all sediment ponds and impoundments must be available. At a <br />minimum, these must indicate that the pond was built according to the approved plan and in <br />compliance with CDMG regulations. They should include certified drawings of the constructed <br />ponds with cross sections and pond profiles indicating the locations and elevations of inlets and <br />spillways, sediment and water storage levels, and embankment heights and slopes. <br />Annual Certifications for Impoundments <br />Impoundments with at least 100 ac -ft storage, 10 foot high embankments or 20 acres of surface <br />area at high water must be certified annually by a registered professional engineer. <br />Fill Stability Certifications <br />All excess spoil fills and coal mine waste banks must be designed and certified by a registered <br />professional engineer. The certification must be available at the mine. <br />Excess spoil fills and mine waste banks must be inspected by an engineer quarterly and /or during <br />critical construction phases (topsoil removal, underdrain installation, surface drain installation, <br />placement and compaction of material, and revegetation). During any construction or extension <br />of underdrains, inspection reports must include color photos taken during and after drain <br />construction. Records of quarterly inspections of the fill or waste pile should be on site. <br />Records of compaction testing should be available. <br />A copy of the final construction certification should be available. <br />Coal Processing Waste Banks <br />See Fill Stability Certifications <br />Road Certifications <br />The design and construction of all haul and access roads must be certified by a registered <br />professional engineer.
