MR -146 Pitkin Mesa Pipeline
Stipulation No. 31 - Prior to removal of topsoil along the Pitkin Mesa pipeline, all snow in the
topsoil removal area shall removed. Topsoil may not be removed if ground conditions are
wet or snowy. Photographic documentation of conditions at topsoil removal shall be
recorded and submitted to the Division.
