The Division calculates the estimate under the assumption that we <br />would have to hire a contractor to conduct the work and we attempt to pick equipment that would be the most <br />efficient and it does not always match what an operator has on site actually conducting the work. Using our <br />cost estimating software, I changed the scraper to a Cat 627 and there was a significant cost increase for each <br />of the tasks, given this I would prefer to use the Cat 637. <br />In regards to Area 25, the Division releases the financial liability for topsoiling costs once an area has been <br />approved for Phase II bond release.
