SCC submitted SL -4 Phase I bond release application in November 2012 which was <br />partially approvedfor 138.7 acres and $801,465. SL -5 application (805.1 acres) <br />includes portions of the acreage requested in SL -4. <br />SL -5 Areas Requested for Release <br />The following discussion presents and describes the areas requested for SL -5 Phase II <br />bond release. This request uses the SCC surveyed acreage as the basis for the requested <br />release. The acreage requested for release contains 859.5 acres. The overall area <br />requested is presented on Exhibit A, SL-5 Phase HBond Release Request. <br />This requested release area includes acreage topsoiled and seeded between 1990 and <br />2005 and select permanent roads, as follows: <br />1990 — 5.4 acres 1996 — 21.7 acre 2003 — 65.2 acres <br />1991— <br />4.8 acre <br />1993 <br />—19.0 acres <br />1994 <br />— 41.2 acres <br />1995 <br />— 25.7 acres <br />1997 — 38.4 acres <br />1998 — 78.6 acres <br />1999 —113.0 acres <br />2002 —15.2 acres <br />Summary of Reclamation and Management History <br />2004 — 202.6 acres <br />2005 —164.2 acres <br />Roads —10.1 acres <br />Reclamation (i.e., topsoil replacement, revegetation, monitoring and maintenance) was <br />begun in 1990 and continued through 2010. This activity is documented in the Annual <br />Reclamation Reports submitted to the CDRMS. The only areas requested are those <br />revegetated for two (2) years or more. <br />Reclamation management is a continuing effort that includes: <br />• Fertilizer Type and Rate. Fertilization is not used at the II -W Mine. <br />Shrub Species Planted. There are 56.1 acres of fenced shrub plots and unfenced <br />shrub concentration areas within the requested release area as shown on Exhibit B, <br />Chronological Revegetation. Information regarding species, methods used, planting <br />density and planting dates are documented and detailed in the Annual Reclamation <br />Report submitted to the CDRMS by March 31 't every year for those years of <br />reclamation addressed in this Phase II application. <br />Mulch Application, Type and Rate. Mulching is not conducted at the II -W Mine. <br />Livestock Grazing. Livestock grazing has been conducted on reclaimed lands <br />contained in this Phase II application. Information regarding stocking rates and timing <br />are documented and detailed in the Annual Reclamation Reports submitted to the <br />CDRMS by March 31t every year for those years of reclamation addressed in this <br />Phase II application. <br />• Rill and Gully Maintenance. Spring rill and gully surveys are conducted to identify <br />erosional features resulting from spring snowmelt and runoff. The survey results are <br />SL -5 -4 <br />
