BOX 187 <br />Executive Director <br />Craig, CO 81626 <br />Loretta Pineda <br />Director <br />RE: Trapper Mining, Inc., Permit C- 1981 -010 <br />1st Quarter 2014 - Horse Gulch Fill Quarterly Inspection Report <br />Dear Ms. Perkins: <br />The Colorado Division of Reclamation, Mining, and Safety ( CDRMS) has reviewed and found the above <br />referenced report to be in general compliance with the following CDRMS regulations: <br />4.09. ](1]) (a) Inspected at least quarterly by a reregistered engineer or other qualified professional specialist <br />in construction of earth and rockfill embankments under the direction of a qualified engineer <br />throughout the construction. <br />The certified report covers the first quarter monitoring period from January through March of <br />2014, and the inspections were conducted by yourself, a certified engineer. <br />4.09. ](1]) (b) Provide to the Division a certified report within 2 weeks after each inspection that the fill has <br />been constructed as specified in the design approved by the Division. The report shall include a <br />description of any appearances of instability, structural weakness, and other hazardous <br />conditions. <br />The inspection was conducted on March 26, 2014. The Division received the report on March <br />31, 2014. No instability, structural weakness, or other hazardous conditions were noted during <br />this inspection of the fill. It was noted in the report that the cracks noticed on the top south <br />portion of the fill during the first quarter were sealed and that no additional cracking was <br />observed. Also, two spots above the 7350' elevation level on the south side of the fill showed <br />some additional signs of differential settling. However, there were not any signs of bulging at the <br />tow or any cracking. Monitoring will need to continue in these areas. <br />If you have any questions feel free to contact me.
