and adjacent to the permit
reclamation at the Seneca II Mine is the minimum that can be
area
expected from a reclaimed surface mine at this location. Use
of best management practices indicates minimization of
disturbance to the hydrologic balance.
23. Prevention of material
CDRMS regulation
Surface water— Predictions were made for the TDS increases
damage to the hydrologic
4.05.1(1)
to be observed on Fish Creek during the months of June and
balance outside the permit
July due to discharges from the Seneca II Mine. In June, an 76
area
mg /I increase was predicted between SSF11 and SSF13. In
July, a 74 mg /I increase was predicted between SSF11 and
SSF13. Due to no flow in June or July at sites 10 and 12,
parameters were checked at SSF11 during May and August.
Based on the information provided there was a 20 mg /I
increase in TDS in May and a 24 mg /I increase in August. It
appears that the run -off from Seneca II has little impact on
Fish Creek.
Ground water —The TDS trend at Well 68 and 72 continue to
decrease. No agricultural ground water standards were
exceeded during the 2013 water year. No material damage
has occurred, as discussed in item 20, above.
24. Agreement of observed
CDRMS regulation
hydrologic impacts with
2.05.6(3) and
No local or regional impacts were observed. This observation
"probable hydrologic
requirement to keep
is consistent with the PHC.
consequences" projected in
current, CDRMS
It is noted that the exceedances of the CDPHE selenium
mining
regulation 2.03.3(1)
standard may need to be included in a revised PHC section of
the permit. A determination should be made based on the
NPDES Compliance Schedule to meet the selenium limit by
December 31, 2015 associated with the NPDES permit.
25. Adequacy of ground
CDRMS regulation
The current ground water monitoring program continues to
water monitoring program
4.05.13(1)
adequately address the protection of the hydrologic balance.
26. Adequacy of surface
CDRMS regulation
The current surface water monitoring program continues to
water monitoring program
4.05.13(2)
adequately address the protection of the hydrologic balance.
