2.2 Small area in northwest portion of permit area on WFC Property <br />There are 4.76 acres of 98A (northwest corner of permit) on the WFC property which is basically <br />in a low lying bend area of Tuttle Draw. This area is considered prime farmland soil according to <br />the June 27, 2008 NRCS letter, located in Attachment 2.04.9 -6. A portion of this area was stripped <br />of soil in order to create Pond 013 prior to the prime farmland soil designation of this area in <br />February of 2008. The total disturbed area of prime farmland soils in this area will be 3.96 acres. <br />Since Pond 013 will be in place for well after reclamation has taken place on the surrounding and <br />Western Fuels proposes building a 3.96 acre area of prime farmland immediately to the southeast <br />of Pond 013. This 3.96 acre area encompasses both existing prime farmland soils that have not <br />been excavated and a new area created from the stockpiled prime farmland soils from Pond 013. <br />All soils stripping, handling, stockpiling and replacement will be done according to the soil handling <br />criteria described in Sections 2.04.9 & 2.05.4 (2)(d). This area can be seen in detail on Map <br />2.05.4 -8. <br />3.0 Topsoil Removal and Replacement Methodology <br />The removal of topsoil on the Morgan Property has been conducted in two lifts since February <br />2008, and in one lift prior to that time. Since 2008, all Lift A and B soils stripped on the Morgan <br />Property has been stored in stockpiles on said property. Map 2.05.4 -6 shows the stockpiles, along <br />with the replacement layout for all soil on the Morgan Property. Soil replacement plans for the <br />Prime Farmland on the Johnson (WFC) property can bg seen on Map 2.05.4 -7. <br />3.1 Topsoil Stripping Operations <br />Topsoil has been stripped from the Morgan Property by a combination of dozers, shovels, haul <br />trucks, and other similar equipment. The topsoil has been placed in stockpiles according to Lifts. <br />For the 4.76 acres of prime farmland 98A soil in the northwest corner of the WFC property, 3.96 <br />acres of this topsoil was stripped and stockpiled (prior to the determination of prime farmlands in <br />February 2008) to create sediment pond 013. The topsoil was stripped in a combined lift to a depth <br />of 40 inches. The Mixed Lift topsoil can be found in Stockpile 4. The salvage volumes for this <br />stockpile are shown in Table 2.05.4(2)(d) -2 and Map 2.05.4 -7. <br />August 2013 (PR -08) 2.06.6 -2 <br />
