7.0 New Horizon 2 Mine Topsoil Management Plan General Considerations <br />The following subsections have been revised for:FR-57 On 2068 and PR-06 in 201 E), which addresses the <br />determimation of prinie farniland soils On the western portion of the permit im February 2E)E)8. <br />The New Horizon 2 Mine topsoil handling procedures, based upon the detailed soil survey information <br />contained in Section 2.04.9, were developed to insure that the topsoil resources within the disturbance <br />area are salvaged and replaced. The plan outlined in the following subsections focuses on the topsoil <br />replacement that has already occurred (as of j n°relate 20161) and describes salvage depths and <br />techniques, storage, redistribution, and maintenance or testing procedures necessary to restore the <br />disturbed areas to the desired postmine land use. <br />The terms "topsoil" and "subsoil" are used throughout the permit in reference to two vertical portions of soil <br />profiles on site. Topsoil is the uppermost portion, while subsoil is the portion immediately below topsoil. <br />Topsoil handling will be minimized to the extent possible, utilizing direct lay down as much as possible. <br />ATopsoil and subsoil has been stripped from all off#e- toils" the Morgan property, which are. designated <br />— F;I il I — armlamd, will be stripped in 2 lifts and will nieet pr me farfflland spee fications. A niinHiuni of 3.8 <br />feet of suitable stibsoil (Bench 1 subsoil stibstittite material) will provide an additional subsoil base over <br />the prime farniland soil area on the I'vilorgan property. The prime farmland as of September 2011, and <br />stockpiled in the piles shown on Map 2.05.4 -6. All topsoil and subsoil to be placed on the Morgan property <br />will receive the sarne topsoil that was present on the property prior to mining. A" Bench 1 niaterial strapped <br />after june 201 E) on the Morgan property will be salvaged and restored to the Morgan property. <br />Map 2.05.4-4 shows the required reclaniation thieknesses for all subsoil, topsoil and mixed loft sells o is <br />contained within these stockpiles. <br />Subsoil and topsoil replacement thicknesses and distribution plans are shown on Map 2.05.4 -4, for the <br />entire permit area.
