March 18, 2014 Mr. Wally Erickson <br />Page 2 of 4 <br />Permitted Areas <br />Field surveys of the BMRI mine land disturbance and reclamation activities was completed by <br />Telesto Solutions, Inc. in 2002 and a subsequent computer aid design (CAD) drawing was <br />updated in the 2005 annual report. Based on the 2002 and 2005 work, approximately 509 acres <br />of disturbance was identified, of which, 422.8 were reclaimed in accordance with the approved <br />CMLRB reclamation plan. This results in 86.2 current unreclaimed acres. <br />The areas remaining for reclamation are associated with the West Pit water treatment plant and <br />operations, the tailing area, access roadways, West Pit, and remaining topsoil stockpile storage <br />area as summarized in Table 1. <br />Table 1— Remaining San Luis Project Mine Disturbance <br />Area <br />Remaining Reclamation Acres <br />West Pit <br />28.7 <br />Tailing Facility Storage Pond <br />22.6 <br />Topsoil Stockpiles <br />5.5 <br />Road around Tailing Facility and Collection <br />Pond <br />4 <br />Tailing Facility Perimeter Road <br />12.9 <br />Waste Rock C Access Road <br />3.7 <br />Pink Gneiss Pit Haul Road <br />3.8 <br />Tailing Facility Under -drain Collection Pond <br />5 <br />Total Area <br />86.2 <br />Site Monitoring <br />Site monitoring and sampling data have previously been transmitted in the Monthly Reports and <br />Monthly and Quarterly Sampling Reports for the 2013 calendar year are included in Appendix A <br />of this report. <br />The TR -32 Quality Assurance and Quality Control (QA/QC) requirements for monitoring and <br />analysis of surface and groundwater were performed in 2013 per the TR -32 plan requirements. <br />Monitoring and analysis results were previously forwarded to the Colorado Division of <br />Reclamation and Mining Safety (Division) in the Monthly and Quarterly Sampling Reports and <br />are included in Appendix A of this report. <br />During 2013, groundwater sampling and water level measurements were performed as required <br />in Technical Revision 32 (TR -32). Laboratory results for groundwater monitoring well M -14 <br />exceeded the Permit Condition Value established for this well for TDS in initial and verification <br />sampling. As required under TR -32, a Response Plan was prepared by BMRI, approved by <br />CDRMS, and implemented by BMRI. M -14 will continue to be sampled and results reported as <br />required in TR -32. <br />Tailing lysimeters were monitored monthly. The lysimeters were dry and no groundwater was <br />present for sampling or analysis in 2013. Lysimeter LD -2 was damaged during the September <br />2012 inspection.
