March 27, 2014 C- 1981 - 028 /Keenesburg Strip Mine JLE <br />GENERAL MINE PLAN COMPLIANCE: <br />CEC is actively backfilling the north end of B -Pit was fly -ash. Two loads of ash had been delivered earlier in the <br />morning and Mr. Kipp indicated two additional loads would be delivered today. <br />The area of B -Pit where one lift of ash material has been backfilled was observed. This area is graded and stable. <br />a small layer of spoil is placed over the backfilled ash to reduce dust from the wind. <br />REVEGETATION — Rule 4.15; Vegetative Cover; Timing: <br />Area 25 was observed, some grass has begun to germinate this season. Some Cheatgrass was observed. Sand <br />Dropseed and Buffalo grass were also observed. <br />TOPSOIL — Rule 4.06; Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />Topsoil stockpile A-3 was stable and vegetated. <br />Topsoil stockpiles A -1 and B -1 were vegetated and stable. CEC is currently placing topsoil in the B -Pit area north <br />of Parcel 32. A scraper was actively excavating topsoil from these stockpiles during this inspection and pacing it <br />on the reclaimed area.
