PERMIT #: M- 2000 -014 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: March 21, 2014 <br />notice sign was observed during the inspection as required by Rule 1.6.2(b). <br />One unidentified structure, an overhead electric power line, was observed during the inspection. Mr. <br />Carpenter stated the power line was privately owned by Yust Ranch. The Division will address the unidentified <br />structure in the Division's pending adequacy review letter. <br />The boundary markers for the new permit boundary were not installed at the time of the inspection. Mr. <br />Carpenter stated a surveyor would install the new markers this spring prior to disturbing the new mine area. <br />The mine sign was observed at the entrance gate, however the name of the Operator has not been updated <br />since the Succession of Operator was approved by the Division. This was cited as a problem on the first page <br />of the report and will require corrective action by the Operator by the corrective action due date. <br />The 110c mine site was active during the inspection. A front -end loader and a haul truck were observed <br />working during the inspection. Additional material from the pit floor was mined and processed since the last <br />inspection. Road base and screened rock materials were stockpiled on the pit floor. A processing plant was <br />observed in the western portion of the pit floor. The north, south and east highwalls were estimated at 20 <br />feet in height. The east highwall will be backfilled and reclaimed to the approved 3H:1V slope in the spring <br />according to the Operator. <br />The conversion area consisted of rangeland dominated by sage brush vegetation. Roads used by the ranch <br />owners and storage areas containing ranch debris and equipment were observed in the conversion area. No <br />mining activity was noted. <br />The conversion application will increase the permitted area from 9.9 acres to 41 acres. Mining in the <br />conversion area will begin west of the existing pit face and move west and north at a depth of 15 to 20 feet. <br />The conversion area will be mined in 3 phases. The Operator anticipates mining 100,000 tons per year with <br />the life of the reserve estimated at 20 to 25 years. The north boundary will be last to be mined, which will <br />provide a visual barrier during mining operations prior to day lighting the excavation to the north. The current <br />topsoil stockpiles above the north and south highwalls will be relocated to the conversion area following <br />approval of the application. No groundwater will be encountered during mining operations. <br />The proposed post mining land use for the conversion area is rangeland. The Operator plans to reclaim the <br />previous mining phase as a new mining phase is started. The highwalls will be laid back by backfilling or by the <br />cut and fill method to a 3H:1V slope prior to replacing a minimum of 4 inches of topsoil. <br />Photographs taken during the inspection for the current and pre - operational mine areas are attached. <br />Page 2 of 5 <br />
