March 24, 2014 C- 1981 - 035 /King Coal Mine MLT <br />SUPPORT FACILITIES - Rule 4.04: <br />• At King II, the second story of the new office building / bath house is nearing completion. <br />Once personnel are able to occupy those offices, the remaining temporary trailer will be <br />removed from the site (Photo 5). <br />• The operator continues to convert the layout of the King II facilities. Materials are now <br />being stored in the area that was formerly occupied by the cluster of temporary offices (Photo <br />6). Former material storage areas are being modified for parking. <br />• A significant volume of coal was stockpiled at both stack tubes. The mine has been <br />encountering some areas that are higher in ash, with the result that this material must be <br />blended with lower -ash coal before being shipped to customers. Larger quantities of both <br />types of coal are being stored to facilitate manufacture of the proper blend. <br />• At King II, the water tank from King I was emplaced on the upper bench with the other water <br />tank. A portion of the slope was excavated to allow a crane access to the site (Photo 7). Mr. <br />Wymore said the slope will be backfilled with the original material. This operation should <br />probably be done in lifts of 6 to 12 inches, well compacted to ensure the slope is stable. Care <br />should be taken in this area to ensure that all surface runoff is directed to the sediment pond <br />and not into the West clear water diversion ditch. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution <br />4.06.4: <br />• The topsoil stockpile at King 11 was well vegetated, and protected with a ditch and berm to <br />prevent any loss of the resource. <br />For the refuse pile at King I, soil material sufficient to cover the pile to a depth of four feet <br />must be salvaged in phases and stored. The storage area up- valley from the fill appears to <br />have reached its capacity (Photo 8). GCC may need to consider other options for storing <br />additional soil that is generated as the refuse pile increases in height and width. Perhaps a <br />portion of the yard area below the refuse pile would be a suitable place. <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 6 <br />Number of Complete Inspections this Fiscal Year: 3 Page 4 of 9 <br />
