Skies were clear, with gusting winds. The temperature was in the <br />50s. Wade Wymore, Surface Supervisor, was availabe to represent the operator, GCC Energy, <br />LLC, throughout the inspection of the King I and King II facilities. <br />PERMITTING UPDATE: <br />TR -20: The Division issued a preliminary adequacy review on November 29, 2013. Due to the <br />amount of time that has elapsed, we suggest that GCC may wish to withdraw the application <br />and submit a new TR application at some future date. The current Decision Due Date is <br />March 31, 2014. Please request an additional one -month extension by that date, or request <br />that the application be withdrawn. <br />AIR RESOURCE PROTECTION — Rule 4.17: <br />Ground conditions are dry throughout the area, owing to the lack of precipitation in the last <br />several weeks. County Road 120 between the King I and King 11 locations was exceedingly <br />dusty. <br />• Roads within the permit area were in better condition; they have been treated previously with <br />a surfactant to control fugitive emissions. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />• Permit records were available for review in Tom Bird's (temporary) office. A completed <br />DRMS Availability of Records form is attached to this report. <br />FISH and WILDLIFE — Rule 4.18: <br />• A herd of elk was relaxing on the floor of Hay Gulch, across Co. Rd. 120 from the King II <br />permit area (Photo 1). <br />• We also observed elk sign in the area surrounding the King 11 topsoil stockpile. <br />Number of Partial Inspection this Fiscal Year: 6 <br />Number of Complete Inspections this Fiscal Year: 3 Page 2 of 9 <br />
