March 11, 2014 C- 1980- 007/West Elk Mine JRS <br />- The LRP slopes remained well vegetated and stable. No erosional problems were noted on any of these slopes at <br />the time of the inspection. <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />- The Sylvester Gulch haul road was wet and muddy in spots but remained stable at the time of the inspection. <br />There were no erosional problems noted on the haul road (with the exception of the 50 -foot section mentioned in <br />"Hydrologic Balance" above). There was some minor rutting and spots that have some wash board above the <br />mine discharge ponds. The overall road will need to be bladed to repair all of these problems. <br />- The main haul road is a paved road. The road remained stable and no erosional problems were noted at the time <br />of the inspection. <br />- The roads in the lower facilities area (by the coal stockpiles and coal silos) were all a bit wet and muddy but <br />remained stable at the time of the inspection. There were no erosional problems noted on any of these roads. <br />- The haul road to the RPEE, HR -1, was closed at the time of the inspection due to snow. <br />SLIDES and DAMAGE - Rule 4.12: <br />- The slide at the upper coal stockpile ST -02 remained stable at the time of the inspection. There were no signs of <br />any movement and no erosional problems noted on the slide area. <br />- There were two small slides on the HR -1 area as a result of the snow melt and rains. One slide was by (just east <br />of) the reclaimed RPE slopes. The other was on the far east side of the slide area above the half culvert for the <br />RPEE ditch. Both of these slides are very small but will need to be repaired. The remaining HR -1 slide area was <br />wet and sloppy but remained stable at the time of the inspection. The slide area was hydroseeded last fall. <br />OTHER: While it was stated in a number of places in this report that the conditions were wet, muddy and sloppy <br />and that there were numerous ditches that need to be cleaned and roads that need some maintenance, this is normal <br />for spring runoff season. And, given the amount of recent runoff combined with rain, conditions in the area are <br />probably a bit worse than "normal'. West Elk was actively working on all of the issues noted above and has <br />always done an outstanding job with site maintenance.
