Susan Burgmaier -5- March 20, 2014
and moisture content during the regular compaction testing, but it does not appear
that strength properties, such as cohesion and angle of internal friction have been
determined for input into the stability analyses. Please reevaluate the stability of
Gob Pile #2, considering the material strength properties under the current
practice of blending fill material with refuse.
BOW2: Until recently access to gob pile #2 has been limited due to winter conditions.
BRL commits to conduct strength testing on the blended material at gob pile #2 and
will incorporate the results into future stability analyses.
18. Unconsolidated - Undrained tests were conducted on samples of coal mine waste
collected in 2005 and 2006. No additional UU tests have been done since. Three
Consolidated - Undrained tests were performed on coal mine waste collected in
2005. If (see item 13, above) there is a need to reincorporate Undrained
conditions into stability analyses, then updated UU and CU tests need to be
performed on coal mine waste blended with coverfill material.
BOW2: Please see HBET's response in attached document, section 3.2.
General Note:
The drying area on top of gob pile #2 will not be limited to the winter months only, gob
will be end dumped and allowed to dry before final placement and compaction. The
HBET stability analyses demonstrates that piles of uncompacted coal mine waste that
do not exceed 25' in height will be considered stable and not affect the overall stability
of gob pile #2. Please see revised pages 12 and 18.
Please fee free to contact me if you have any questions.
Sincerely,
Tamme Bishop, P.E.
Project Engineer
Enclosures:
Volume IX: Pages 12 -19, Table of Contents
HBET Stability Analysis
CC: Marcia Talvitie, DRMS - Durango (electronically)
Bill Bear, Bowie Resources, LLC (electronically)
Paonia Public Library
Bureau of Land Management (electronically)
US Forest Service (electronically)
